BAGUIO CITY, January 22, 2005 – “Now is the time for urgent change.” Social Welfare and Development Secretary Corazon “Dinky” Soliman issued this challenge to the DSWD-CAR personnel during its 2004 Performance Assessment at the DSWD-CAR Conference Hall.
According to the secretary, today’s society has distorted the value system which in turn affected how the poor deal with their situation. “They are victims of a value system that is challenged,” she stressed.
On the other hand, she commended the DSWD-CAR for her outstanding performance in 2004. Under the leadership of Regional Director Atty. Dulfie Tobias-Shalim, the regional office was able to garner 143 points out of 150 to get an outstanding rating. The secretary assessed the performance of the region along the following key result areas: Policy and Plans Development; Social Technology Development; Social Protection and Capacity Building: Standards Compliance and Institutional Strengthening.
The performance assessement was instituted by Sec. Soliman to check on the quality of services provided by the different 16 regional social welfare and development offices around the country and to determine areas for improvement. So far, DSWD-CAR has garnered ratings of Very Satisfactory as its lowest rating to Outstanding as highest for the past three years.
